If an intervention was made (red highlighted area), could a business plan be imposed whereby the local industries are encouraged, possibly through government funding, to employ at least one apprentice.
This would benefit the company as it’s relatively cheap labour, but also benefit the individual who can keep down a job while learning a trade, and feeling a valued member of society.
This could also be a mechanism to solve the UKs horrendous reconviction rate. With 43% of all criminals released from prison in 2012, being reconvicted within one year of being released. This could be Sheffield’s answer, and a start to begin solving this issue.
